China’s State Administration for Market Regulation has officially released the new mandatory national standard GB 10631—2025 Safety and Quality for Fireworks and Firecrackers, which fully replaces the old version and takes effect on May 1, 2026.

1. Changing in Product Classification
Product categories are expanded from 9 to 11 major categories and 25 subcategories, adding two new independent categories: Friction Type and Small Display Type.

2. Updated Product Grading System
The grade system is now more detailed with 5 grades: A, B, C1, C2, D.The Grade C is split into C1 and C2 with different limits on powder, sound, and usage scenarios. This split affects which products you can sell to general consumers or professional users.
3. Key Limits on Powder Weight
For consumer-grade fireworks:
C1 white powder firecrackers : ≤ 1000g (single tube ≤ 0.2g)
C2 : ≤ 100g (single tube ≤ 0.1g)
Combination fireworks : C1 ≤ 1500g, C2 ≤ 600g
For professional-grade (A/B):
Grade A/B: strict limits by model
Aerial shells: 3-inch ≤ 180g; 12-inch ≤ 8000g
4. Stricter Sound Level Control
Sound levels are now more clearly defined:
C1 firecrackers: ≤ 115dB
C2 firecrackers: ≤ 110dB
Toy & rotating fireworks: 75–90dB
Fountain, roman candle, rotating firework: ≤ 110dB
Professional grade: ≤ 120dB (category-specific limits apply)
5. Prohibited & Restricted Chemicals
Strictly forbidden: arsenic, mercury, lead, gallic acid, picric acid, magnesium powder, zirconium powder, red phosphorus (except drop / pull poppers)
Potassium chlorate: allowed only for firecracker fuses, chrysanthemum fuses, smoke type, drop / pull poppers; forbidden with sulfur, sulfides, whistling agents
Initiating explosives: lead azide, sodium azide, etc. (except silver fulminate for snap crackers)
Consumer grade: chlorates generally prohibited
6. Structural Dimension Requirements
C2 roman candle / combination fireworks launch tubes must be paper
Combination fireworks tubes: paper ≥ 2mm; plastic ≥ 1.5mm; molded ≥ 3mm
Consumer combination fireworks: no hand-held; strict limits on single-tube ID, height, tilt angle.
7. Variety Packs
Definition: packaging containing 2 or more different types’ Product.
Forbidden contents: double-bangs, C1 small display combinations, professional-grade products
Grade determined by highest inner grade
Marking must include: product list, total powder weight, itemized powder weights
8. Export Requirements
Clear classification and grade; no mixing consumer / professional products; no grade downgrading.
Mandatory markings: GB 10631-2025, product code, export destination, UN number, hazard labels and other markings as agreed in contract.
